Generally you will need Common European Framework Reference [CEFR] Level B1 for indefinite leave to remain applications. These applications are likely to be refused where you do not have the requisite level. Under certain immigration categories primarily to do with business and work such as Tier 1 (Entrepreneur) and Tier 2 applications the application must be refused if the applicant cannot prove 10 points for English language even if they have met all the other requirements.
