Can I get married in the UK ?

You need to get permission to enter marriage in the UK. The Home Office will normally grant permission to you where you have leave to be in the UK or are an EEA national exercising Treaty Rights in the UK or one of the parties is an EEA national either exercising Treaty Rights or with a permanent residence or a registration certificate etc. You will not normally be granted permission to enter marriage where one of the parties has no leave to be in the UK and is not an EEA national.
